from what i gather it isn't an official complete ban because the people who made this decision are the ECOS which represent the top of the adult gaming industry in japan. they are responsible for a large portion of the adult games and they aren't any official government organization or anything. they're like the ESRB for adult games in Japan that means if the developers wished to do so, they could withdraw from it but there would be some consequences for doing so.

I applaud Japan for this. Free speech is good and all, but theres a fine line between harrassment/insult and free speech. If people were to start using their "free speech" to spread hate like being a racist, then that would hardly be in the interest of all the people and freedom of everyone which "free speech" is suppose to be. Besides, the statistics aren't exactly fool proof...you have to consider what the reported to unreported incidences are and it could just be that Japan has a low reporting of rapes, however even if it doesn't lead to rape it still is a sensitive subject as it hasn't been long since women have gained rights. Im not trying to be some crazy hardcore feminist here, but honestly, would you want your sisters/female family member's boyfriend or classmates playing these games?

Video games do not prevent people from doing crimes, that's not a good argument.

All of the recent mass shooters played violent shooting games.  But playing the violent shooting games didn't prevent them from shooting other people in real life.  So similarly a rape game isn't going to prevent rapists from doing what they do.

This all is true, but one thing is to be taken into consideration. If there are 200 companies how the employes live with these jobs. It`s probably the only thing they lerned is drawing mangas and making these games. I wonder how they end up. What if they go all beserk and end up raping their japanese population. Secondly there are more than enough 16+ school girls that get photo shots taken for boy magazines in daring positions. And i`m sure that most of the buyers havent seen school for a long time. And probably even have their own families. But to tell you my honest oppinion by bringing these things to the market they stop criminal actions in the bud. I think that most of the population might right these things and have their pleasure from it, but yet again they notice how wrong it is. It`s like the legalisation of mariona in holland they hardly have any heavy drug addicts that are cought up synthetic created drugs that are far more dangerous. Well.. straight to the point. I dont think japanese hentai game companies will have any problem turning away from the rape genre. Especially Illusion (creator of Rapelay, AG series, Battle raper etc) and just recently they realesed a new game called Homemate. Rape games and sex games are definitely 2 different games. Rape will be more violent. And they ban it because nowdays alot of children are "build in"  with IT knowledge and skills. LOL! So they afraid that children  might gain access to play this kind of violent and brutal games.
