Wait, it says Vegeta never reached to Super Saiyan 3 form in the manga, movies, anime, or previous video games, having skipped directly to Super Saiyan 4 in Dragon Ball GT, is that true? I couldn't remember it clearly...so it will make him the first time to achieve Super Saiyan 3 form in the upcoming Xbox 360/PS3 game, Dragonball: Raging Blast. read from Kotaku

They look like that because before they turn SSJ4 they turn into the orangutan. Think about it. In GT the first time Goku did it he forced passed the Orangutan phase and shrunk down to ssj4. Vegeta was possesed by baby and went into Orangutan form as well.
